sharpner or align debur tool?

On the chicago knives they call the round tool you usually get with a set a sharpner but is this a true statement while others say they should stop calling it a sharpner because it is a steel some call it that and it actually deburs the knife and aligns the knife back to its original angle or bevel what ever term is correct.After this is done then a person can use a stone or some other kind of sharpner device. By using the steel and doing that the correct way it actually makes it cut better. Some people I know never use thesteel and buy new ones or take them to professional.

The round tool sold with knife sets in 99% of the cases it the butcher's steel, and for some reason most of the makers also make it grooved which really defies the purpose and effectively kills the fine edge if you have that on the knife.
That said, there are round, rod type sharpeners as well, but those are exceptionally rare in knife sets.

Anyway, burr removal and edge realignment are 2 different things:
Burr - Raised and curled lip of the metal that forms on the edge during sharpening. Burr always forms on the opposite side of the sharpened side of the edge. You can see it of feel it with your fingertip. You need some sort of abrasive, even very fine one will do, like plain leather strop or wet newspaper on the flat surface.

Edge realignment is required after you use the knife for some time, the edge bends or rolls to the sides, and needs to be pushed back into straight position, which is when and where you need a smooth steel rod, like this - http://zknives.com/knives/sharpening/steeling.shtml

In short, the main difference is that you want to remove and get rid of the burr, while the rolled parts of the used edge need to be pushed back to straight line, not removed.

Stropping, especially on the abrasive charged leather (e.g. chromium oxide or diamond spray) can do both, realign, remove loose particles and actually sharpen the edge, if it is fine enough for that abrasive, i.e. if you strop on 0.5 CrO loaded leather a knife finished on 220grit stone, it'll just remove the burr, but stropping on the same leather the edge finished on 10000 grit waterstone will sharpen it.
