I'm not a pro-chef, but I've been collecting and researching knives for 12+ years, that includes kitchen knives.
If you want to buy that set as a present for someone, then those are ok. In that case 70$ set is still a better choice.
However, if you want to buy knives for your personal use in your kitchen then sets are bad.
#1, do not buy a set from anyone. You will get more than one knife(depending on the set) that is utterly useless in the kitchen, or is interchangeable with another knife in the same set(santuko & chef's knife). It's a lot better if you buy individual knives, you will end up with better quality and better price in the end.
#2 - Stay away from Furi knives. For one Rachel Ray doesn't make them, she's a TV chef, not a knifemaker. Second, Furis are one of the worst knives on the mass market, in terms of edge holding, rust resistance and overall performance. Just check knifeforums.com or foodieforums.com for overall feedback on those, it varies from real bad to super bad.
Same goes for the cutco knives, except those are outrageously expensive and made of much worse steel than mainstream kitchen knives.
So, if you need those knives to use in the kitchen and that's your budges than I'd recommend Forschner knives. They are made from the same X50CrMoV15 steel that more expensive Henckels and Wusthofs are, except Forschners cost half the price.

As for the selection.
Minimal set would require:
1) Chef's knife 6-12" long, depends on your preference. For general cutting, veggies, boneless meat, etc.
2) 3-4" paring knife for peeling, paring, small items, delicate cutting
3) 8-10" long serrated bread knife for bread and general slicing.
4) If you need, you can add boning knife, i.e. if your cooking requires you to work with meat with bones, poultry, etc.
That set will cover 99.99% of home kitchen cutting needs and the set will be better quality than in the set containing 15 knives for the same price, or alternatively that customized set will cost you 3-5 times less compared to same steel knives set from mainstream makers.
