When work in a quart manufacturing there was a number of ways that diamonds were attached. The main two were metal plated and resin plated.

Metal plated diamond used metal coating to hold the diamond onto the tooling. This type of tool could last for much longer than resin. The metal coatings could range from copper to steel. It depended a lot on what type of surface finish was required. This metal coating could hold a single layer of diamonds could be thicker holding lots of layers.

Resin tools used a resin they were cheaper and could be cast into "forming tools" . I'm not sure the type of resin that was used. I know there was a few types all having different hardnesses.

If the question is how would you make your own diamond tool i would try casting with resins. As long as the resin is design break away as it wears and not crack it should work.
